The installer should be shot for poor craftsman intalling...the unit is not on a proper pad,the gas line should have a ridged nipple passing through the case of unit and ccst flex line is not rated for uv or mainly out door use should be hard piped to the unit with a union and the eclectrical should be incased useing a rain tite uv rated flex line.and proper ancor to ground

The gas line(type), how ts installed, the lack of pad (which also swears up and down that the unit hasn't been leveled,no protective gromit, not to mention alack of conduit, you know they did not pull a proper vaccum, no line dryer, didn't purge the line when brazing but even masters don't take the time to do that. Ya less than no craftsmanship. But who ever did this will never see any of these comments.

Plain ol' Romex going to the unit - should be in conduit, or at least be direct-exposure cable going through a grommet. In any case, power goes into unit with no closure on the orifice.
Gas line - don't work on gas much, but that entry doesn't look kosher. For that matter, that flex line doesn't look like it's appropriate for outdoor use. Shouldn't it be pipe?
Pad - there isn't one. You can get a cheap one at Johnstone or work out your builder bone and frame and pour a really nice one in a few hours. Having plenty of margin around it would help keep weeds out of the coils, too.
What are those round white things poking out from the corner? PVC pipe? Is that someone's idea of "leveling?" Yeah, that's gonna last.
